These cards pointed at some decisive and restrictive changes coming from official bodies or governments, although in many cases, trying to keep them to a minimum. With the Scythe (Sickle) in the centre of the reading, the energy is that of restriction, suddenness, decisive action. The Tower (Clock Tower) shows who and what is making the decisions here, that they are coming from on high.
